Introduction / परिचय:
National Education Policy 2020 has been announced on 29.07.2020.
This National Education Policy envisions an education system rooted in Indian ethos that contributes directly to transforming India, that is Bharat, sustainably into an equitable and vibrant knowledge society, by providing high-quality education to all, and thereby making India a global knowledge superpower. The Policy envisages that the curriculum and pedagogy of our institutions must develop among the students a deep sense of respect towards the Fundamental Duties and Constitutional values, bonding with one’s country, and a conscious awareness of one’s roles and responsibilities in a changing world. The vision of the Policy is to instill among the learners a deep-rooted pride in being Indian, not only in thought, but also in spirit, intellect, and deeds, as well as to develop knowledge, skills, values, and dispositions that support responsible commitment to human rights, sustainable development and living, and global well-being, thereby reflecting a truly global citizen.
NEP 2020 inter alia includes number of recommendations which will transform the Higher Education in India. Salient features of the NEP 2020 related to Higher Education are as under:
- Increasing GER in higher education to 50%;
- Holistic Multidisciplinary Education with multiple entry/exit options:
- UG Program - 3 or 4 year
- PG Program – 1 or 2 year
- Integrated 5 year Bachelor’s / Master’s
- No hard separations between arts and sciences, between curricular and extra-curricular activities, between vocational and academic streams;
- NTA to offer Common Entrance Exam for Admission to HEIs;
- Establishment of Academic Bank of Credit;
- Setting up of Multidisciplinary Education and Research Universities(MERUs);
- Setting up of National Research Foundation(NRF);
- ‘Light but Tight’ regulation;
- Single overarching umbrella body for promotion of higher education sector including teacher education and excluding medical and legal education- the Higher Education Commission of India (HECI)-with independent bodies for standard setting- the General Education Council; funding-Higher Education Grants Council (HEGC); accreditation- National Accreditation Council (NAC); and regulation- National Higher Education Regulatory Council (NHERC);
- Expansion of open and distance learning to increase GER.
- Internationalization of Education
- Professional Education will be an integral part of the higher education system. Stand-alone technical universities, health science universities, legal and agricultural universities, or institutions in these or other fields, will aim to become multi-disciplinary institutions.
- Teacher Education - 4-year integrated stage-specific, subject- specific Bachelor of Education
- Establishing a National Mission for Mentoring.
- Equitable and inclusive education - Special emphasis given on Socially and Economically Disadvantaged Groups(SEDGs);
- A separate Gender Inclusion fund and Special Education Zones for disadvantaged regions and groups;
- Exposure of vocational education in school and higher education system;
- Creation of an autonomous body, the National Educational Technology Forum (NETF) to provide a platform for the free exchange of ideas on the use of technology to enhance learning, assessment, planning, administration. Appropriate integration of technology into all levels of education.
- Achieving 100% youth and adult literacy.
- Multiple mechanisms with checks and balances will combat and stop the commercialization of higher education.
- All education institutions will be held to similar standards of audit and disclosure as a ‘not for profit’ entity.
- The Centre and the States will work together to increase the public investment in Education sector to reach 6% of GDP at the earliest.
राष्ट्रीय शिक्षा नीति 2020 दिनांक 29.07.2020 को जारी की जा चूकी है।
इस राष्ट्रीय शिक्षा का विजन भारतीय मूल्यों से विकसित शिक्षा प्रणाली है जो सभी को उच्चतर गुणवत्ता शिक्षा उपलब्ध कराके और भारत को वैश्विक ज्ञान महाशक्ति बनाकर भारत को एक जीवंत और न्यायसंगत ज्ञान समाज में बदलने के लिए प्रत्यक्ष रूप से योगदान करेगी। नीति में परिकल्पित है कि हमारे संस्थानों की पाठ्यचर्या और शिक्षाविधि छात्रों में अपने मौलिक दायित्वों और संवैधानिक मूल्यों, देश के साथ जुड़ाव और बदलते विश्व में नागरिक की भूमिका और उत्तरदायित्वों की जागरूकता उत्पन्न करे। नीति का विजन छात्रों में भारतीय होने का गर्व न केवल विचार में बल्कि व्यवहार, बुद्धि और कार्यों में भी और साथ ही ज्ञान, कौशल, मूल्यों और सोच में भी होना चाहिए जो मानवाधिकारों, स्थायी विकास और जीवनयापन तथा वैश्विक कल्याण के लिए प्रतिबद्ध हो, ताकि वे सही मायने में वैश्विक नागरिक बन सकें।
साथ ही साथ एनईपी 2020 में ऐसी कई सिफारिशें शामिल हैं जो भारत में उच्च शिक्षा में आमूलचूल परिवर्तन ला सकती है। राष्ट्रीय शिक्षा नीति 2020 के उच्च शिक्षा से संबंधित मुख्य विन्दु इस प्रकार हैं:
- उच्च शिक्षा में जीईआर को 50% तक बढ़ाना;
- कई प्रविष्टि/ निकास विकल्पों के साथ समग्र बहुविषयक शिक्षा;
- स्नातक कार्यक्रम -3 or 4वर्ष
- स्नातकोत्तर कार्यक्रम -1 or 2वर्ष
- एकिकृत 5वर्ष का स्नातक / स्नातकोत्तर
- कला और विज्ञान के बीच, पाठ्यचर्या और पाठ्येतर गतिविधियों के बीच, व्यावसायिक और शैक्षणिक विषयों के बीच कोई कठोर अलगाव नहीं;
- एनटीए द्वारा एचईआई में प्रवेश के लिए साझा प्रवेश परीक्षा का प्रस्ताव करे;
- अकादमिक बैंक ऑफ क्रेडिट की स्थापना;
- बहु-विषयक शिक्षा और अनुसंधान विश्वविद्यालयों (मेरू) की स्थापना;
- राष्ट्रीय अनुसंधान फाउंडेशन (एनआरएफ) की स्थापना;
- ‘लाइट बट टाइट ’ विनियमन;
- शिक्षक शिक्षा सहित और चिकित्सा एवं कानूनी शिक्षा को छोड़कर उच्च शिक्षा क्षेत्र को बढ़ावा देने क्षेत्र को बढ़ावा देने के लिए एकल व्यापक निकाय-भारतीय उच्च शिक्षा आयोग (एचईसीआई) मानक निर्धारित करने के लिए स्वतंत्र निकाय- सामान्य शिक्षा परिषद;निधियन- उच्च शिक्षा अनुदान परिषद (एचईजीसी ;प्रत्यायन- राष्ट्रीय प्रत्यायन परिषद (एनएसी);और विनियमन- राष्ट्रीय उच्चतर शिक्षा नियामक परिषद (एनएचईआरसी ;
- जीईआर बढ़ाने के लिए खुली और दूरस्थ शिक्षा का विस्तार।
- शिक्षा का अंतर्राष्ट्रीयकरण
- व्यावसायिक शिक्षा उच्च शिक्षा प्रणाली का एक अभिन्न अंग होगी। स्टैंड-अलोन तकनीकी विश्वविद्यालयों ,स्वास्थ्य विज्ञान विश्वविद्यालयों ,विधि और कृषि विश्वविद्यालयों अथवा इन या अन्य क्षेत्रों के संस्थानों का लक्ष्य बहु-विषयक संस्थान बनना होगा।
- शिक्षक शिक्षा - 4-वर्षीय एकीकृत चरण-विशिष्ट, विषय-विशिष्ट स्नातक शिक्षा
- मेंटरिंग के लिए एक राष्ट्रीय मिशन की स्थापना।
- समान और समावेशी शिक्षा - सामाजिक और आर्थिक रूप से वंचित समूहों (एसईडीजी) पर विशेष जोर दिया गया;
- वंचित क्षेत्रों और समूहों के लिए एक अलग महिला-पुरूष समावेश निधि और विशेष शिक्षा क्षेत्र;
- स्कूल और उच्च शिक्षा प्रणाली में व्यावसायिक शिक्षा को प्रोत्साहन;
- शिक्षण ,मूल्यांकन ,नियोजन ,प्रशासन को बढ़ाने के लिए प्रौद्योगिकी के उपयोग पर विचारों के मुक्त आदान-प्रदान के लिए एक मंच प्रदान करने हेतु स्वायत्त निकाय-राष्ट्रीय शैक्षिक प्रौद्योगिकी फोरम (एनईटीएफ) की स्थापना। शिक्षा के सभी स्तरों में प्रौद्योगिकी का उपयुक्त एकीकरण।
- 100% युवा और प्रौढ़ साक्षरता प्राप्त करना।
- संतुलन वाले बहु-विध तंत्र से उच्च शिक्षा का व्यावसायीकरण रूकेगा।
- सभी शिक्षा संस्थानों में ‘ अलाभकारी ’ संस्थान के रूप में लेखापरीक्षा और खुलासे के समान मानक रखे जाएंगे।
- जीडीपी को यथाशीघ्र बढ़ाकर 6% पर लाने के लिए केंद्र और राज्य , शिक्षा क्षेत्र में सार्वजनिक निवेश को बढ़ाने के लिए मिलकर काम करेंगे।

NEP recognises the importance of citizen who play an active and vital role in the development of our nation. Therefore, Ministry of Education has decided to get the views/suggestions/comments of all citizens on the implementation of various recommendations of NEP. The views/suggestions/comments received will form an integral part of the implementation plan of NEP-2020. This underlines the importance of the citizens in the system and the role they are expected to play for realising 21st century developmental goals.
एनईपी राष्ट्र के विकास में सक्रिय और महत्वपूर्ण भूमिका निभाने वालों नागरिकों के महत्व को जानता व समझता है। इसलिए शिक्षा मंत्रालय ने एनईपी की विभिन्न सिफारिशों के कार्यान्वयन के हेतु सभी नागरिकों से विचार/सुझाव/टिप्पणियां आमंत्रित करने का निर्णय लिया है। प्राप्त विचार/सुझाव/टिप्पणियां एनईपी-2020 की कार्यान्वयन योजना का अभिन्न अंग होंगी। यह व्यवस्था में नागरिकों के महत्व और 21वीं सदी के विकास के लक्ष्यों को साकार करने की दिशा में उनकी भागीदारी व योगदान की अपेक्षाओं के अनुरूप है।
Participation Guidelines / भागीदारी दिशानिर्देश:
- To ensure effective implementation of the NEP, 2020 in the Higher Education various consultation process has been initiated by use of different forum.
- An outline of the Implementation Plan covering the Actionable Points and associated Activities as envisioned in the NEP 2020 document has been prepared for seeking suggestions from various stakeholders on the implementation of NEP 2020
- Suggestions from the stakeholders on the Activities mentioned in the outline of Implementation will facilitate as to how the Activities mentioned in the Outline Implementation Plan of NEP 2020 may be planned for implementation for achieving the goals as per the timeline envisaged in NEP.
- Participants are required to register themselves on the platform by filling a simple registration form.
- राष्ट्रीय शिक्षा नीति,2020 के प्रभावी कार्यान्वयन को सुनिश्चित करने के लिए, उच्च शिक्षा में विभिन्न मंच के उपयोग द्वारा विविध परामर्श प्रक्रियाएं शुरू की गई।
- एनईपी 2020 दस्तावेज़ में वर्णित कारवाई योग्य बिंदुओं और संबंधित गतिविधियों को शामिल करते हुए एनईपी 2020 के कार्यान्वयन योजना की रूपरेखा विभिन्न हितधारकों से सुझाव मांगने के लिए तैयार की गई है।
- कार्यान्वयन की रूपरेखा में उल्लिखित गतिविधियों पर हितधारकों के सुझावों से NEP 2020 की रूपरेखा कार्यान्वयन योजना में उल्लिखित गतिविधियाँ को किस तरह और कैसे NEP 2020 में परिकल्पित लक्ष्यों को समय-सीमा के अनुसार कार्यान्वित की जा सकती हैं।
- प्रतिभागियों को एक साधारण पंजीकरण फॉर्म भरकर MyGov प्लेटफॉर्म पर खुद को पंजीकृत करना आवश्यक है।
